Vice Presidents of School Finance

Lisa Boulos

Assistant Vice President, School Finance
Lisa Boulos joined ExED in 2011 as a Senior Accounting Associate and as AVP currently oversees the business operations for several charter school clients. Lisa came to ExED with over 20 years of experience in finance, accounting and human resources at her two previous long-term Controller positions. She grew up south of Boston, Massachusetts and received her Bachelor’s Degree from Antioch University, in Los Angeles.

Gordon Engstrom

Vice President, School Finance
Gordon Engstrom joined ExED in 2014 and oversees the business operations for select charter school clients, which includes budgeting, cash flow projections, accounting, bookkeeping, compliance, payroll and general operational issues. Prior to joining ExED, he was the CFO of RESOURCE, a large non-profit human service agency serving Minnesota’s Twin Cities metro area, for 13 years. He was the CFO of the Episcopal Diocese of Minnesota for 6 years and was an audit manager at KPMG prior to that. Gordon is a CPA and has a Master’s degree in Accounting from the University of Iowa. Gordon taught middle and high school math and science in South Dakota for several years before embarking on his accounting career.

Ryan Griffin

Vice President, School Finance
Ryan Griffin joined ExED in 2009 as an Accounting Associate and worked his way up the ranks to the Vice President position. He currently manages the back-office operations for seven schools. Ryan graduated from Cal State Northridge with a joint bachelor’s degree in finance and business honors.

Michael Johnston

Vice President, School Finance
Michael Johnston joined ExED in 2008. In addition to managing the business operations of several charter school clients, Mike also manages compliance and reporting for ExED’s New Market Tax Credit loan portfolio. Prior to joining ExED, Mike worked for a CPA firm preparing taxes and serving as a full-service bookkeeper to several small-business clients. Mike graduated from Cal State Fullerton with a bachelor’s degree in business with a concentration in accounting.

Irina Levkova-Castillo

Vice President, School Finance
Irina Castillo joined ExED in 2010 after having served as a controller for several online and manufacturing companies. Prior to joining ExED, Irina directed the financial management of a multi-million dollar manufacturing company where she oversaw all general accounting functions. Irina’s interest in charter schools started when her children attended one and she became a board member of that school. Her two children attended charter schools from kindergarten through high school. Irina earned her bachelor’s degree in information systems and a master’s degree in Accounting, both from the University of Phoenix, and has four years of coursework in computer science and mechanical engineering from Belarusian National Technical University.

Sonia Oliva

Vice President, School Finance
Sonia Oliva has been serving client schools with ExED since the summer of 2009 when she joined as an Accounting Associate. Sonia has worked her way to Vice President, overseeing business operations for charter school clients, including a CMO. Prior to joining ExED, Sonia worked for a CPA firm auditing financials for a variety of companies. Sonia graduated with honors from Cal State Long Beach with a Bachelor’s Degree in Business and an emphasis in Accounting.

Jessica Norman

Senior Advisor
Jessica Norman joined ExED in 2006. She prepares budgets and financial feasibility studies for start-up charter schools and provides other technical assistance prior to school openings. Previously as VP of School Finance for ExED, she functioned as the CFO for several schools. Prior to joining ExED, Jessica worked for the Urban Education Partnership as Associate Director of Research and Evaluation. She has also worked at LAUSD in the Program Evaluation and Research Branch, analyzing data on charter schools, and at Mathematica Policy Research in Washington DC as a research assistant. Jessica holds a master’s degree in public policy from UCLA and a bachelor’s degree in psychology from the University of Pennsylvania.

Shawn Rubin

Vice President, School Finance
Shawn Rubin joined ExED in 2015. Prior to joining ExED, Shawn was the Director and Lead Finance Officer for the Global Business Travel group at American Express where she oversaw all of the financial functions for this multi-million dollar team. She also worked at American Express providing financial support for several of their prominent credit cards and at Citigroup, and Nortel Networks in their Finance departments focusing on forecasting and actuals reporting. She has worked abroad, is fluent in Spanish, and most recently has been a financial consultant to a charter school. Shawn’s interest in charter schools started when her daughter attended a charter school and Shawn decided to take on a more active role with that school. Shawn holds an MBA from Indiana University and a B.A. from University of California, San Diego.

Amy Schlecter

Vice President, School Finance
Amy Schlecter joined ExED in 2017 as a Vice President and oversees the business operations for select charter school clients. Prior to joining ExED, Amy served as Controller and Director of Branch Financial Operations for a successful e-commerce retailer, where she led the budgeting, planning, accounting and financial reporting functions and served as a member of the branch executive leadership team. Prior to this role, Amy held several operations management roles within the organization. Amy earned her MBA from the University of Michigan and holds a Bachelor’s degree from the University of California, Berkeley, where she majored in Political Science and Chinese Language and Literature.

Fady Habib

Vice President of Information Technology
Fady Habib designs and oversees ExED’s ever-changing technology systems to improve our efficiency and quality of work. Fady has over 15 years of experience in IT, including key positions at Western Asset Management, Roll Global and OneWest Bank. He holds an M.B.A. from American InterContinental University, a Management Certificate in Information Technology from UCLA and a bachelor’s degree in computer science from the Institute of Computer Technology.

Neelura Bell

Facility Development Director
Neelura Bell has extensive experience in community and economic development as a funder, developer, and administrator. Ms. Bell’s background includes positions with a community-based non-profit organization, the Mayor’s Office, a national financial and technical assistance intermediary and most recently the Community Redevelopment Agency of the City of Los Angeles. Through her prior experience, she has been involved in all aspects of facilitating the development of complex and catalytic commercial, housing, facility and infrastructure projects. She has provided financial and technical support to small and major developers from the acquisition and entitlement phases through construction and occupancy. She holds a Bachelor’s Degree in public administration from the University of Southern California.

Lynn Oishi

Director of Administration
Lynn Oishi is the first employee of ExED, and part of the founding team with Bill Siart in 1998. Today, Lynn oversees the administrative work of ExED including invoices, accounts payable, payroll, and all office-related issues in the LA and San Diego office. Prior to joining ExED, Lynn worked as the Executive Assistant to Bill Siart when he was Chairman and CEO of First Interstate Bank. Lynn has a bachelor’s degree in fine arts from the University of California, Irvine.

Mike Keeley

Key Consultant, New Markets Tax Credit Financing Program
Mike Keeley has led ExED’s New Markets Tax Credit (NMTC) program since 2002. He is a nationally recognized expert on this federal financing program and oversees all of the complex legal, accounting and compliance matters with ExED’s NMTC Program. Mike is an experienced real estate attorney, formerly a partner in Mayor Riordan’s law firm, Riordan McKinzie, where he led their affordable housing practice. He served as Deputy Mayor under Mayor Riordan and was Senior Advisor on the city’s budget for Mayor Villaraigosa. He holds a bachelor’s degree in economics from Notre Dame and a Juris Doctorate from the University of Michigan.
